The project was designed by the architects Foster + Partners in partnership with the Luxembourg-based firm Tetra Kayser, according to a unique concept combining shops, services, offices, housing and car parks, while leaving plenty of room for public spaces and the reorganisation of public transport.

Tetra Kayser is an architecture firm that has been based in Luxembourg for more than 50 years. Among its building developments are the Deka Bank (Luxembourg-Kirchberg), Forum Da Vinci (Order of Architects and Consulting Engineers, Luxembourg), Casino 2000 (Mondorf), Pidal Spa (Walferdange), and the Recreation Centre (Luxembourg railway station).
